The Multicycle Model: a Modeling Framework to Evaluate MaaS Contract Schemes

Mobility as a Service, hereinafter referred to as “MaaS”, has attracted attention in many countries as a concept that might change the structure of the transportation market. Implementation of MaaS always requires the collaboration of transportation service producers, both in private and public sectors, and the interaction between users and supplier, or among suppliers themselves, can change significantly through the implementation of MaaS. Prediction of the outcome of a specific service design though modeling can be useful for MaaS service design and related policy implementation, but how to model the complex interactions in MaaS has not been discussed enough. This paper introduces the “Multi-Cycle Model”, a modeling framework for analyzing interactions between users and suppliers, and compares two contract schemes through numerical analysis. The Multi-Cycle Model is a framework that combines users’ decisions, both short-term and long term, and suppliers’ decisions, including the MaaS operator and providers of single services. In addition, a numerical analysis of the Multi-cycle model to examine contract schemes under simple spatial and behavioral assumptions is presented. A MaaS package enrollment choice model estimated from an original survey data, and results of agent-based simulations are used as input. Two contract schemes are examined, and the results suggest that not only the strategy of the MaaS operator, but also the contract schemes have significant effect on the resulting situation. Although the assumptions for the numerical analysis can further improved, the framework and the results can be used as a starting point for interaction modeling of MaaS.
