Evaluation of MOVES Emission Factors Against Data from On-Road Measurements in a Large Canadian City

This study presents an evaluation of the fleet averaged emission factors (EFs) derived from a traffic emission model, the MOtor Vehicle Emission Simulator (MOVES) against EFs estimated using plume-based analysis. To reach this objective, a field campaign was conducted over one week in June, 2016 on an arterial road in Toronto, Canada. There were two data collection sites: midblock at street level, and rooftop at an intersection. At both locations, traffic data and air pollutant concentrations (NOₓ, CO, and EC) were measured simultaneously. Local meteorology data were recorded by a weather station at the rooftop. A traffic simulation model was developed, calibrated and validated against speeds measured using a radar. Instantaneous speed profiles derived from the traffic simulation model were used in MOVES to estimate EFs. The modelled EFs were evaluated against plume-based EFs. A dispersion model was used to simulate near-road air quality using modelled emissions and plume-based emissions. Our results indicate that modelled EFs for CO and NOₓ are approximately two times as high as plume-based EFs. The range of plume-based EFs for EC on a weekday is larger than that of modelled EFs. Moreover, simulated concentrations of CO and NOₓ using the two methods are both lower than street-level concentrations. The modelled-observed Pearson correlations for NOₓ and CO concentrations derived from modelled vs. plume-based emission factors are 0.88 and 0.86. However, when compared against near-road concentrations, the simulated concentrations (based on modelled or plume-based EFs) are much lower, around 0.114 for NOₓ and 0.263 for CO.
