This supplement describes an attempt to develop tests that would rectify certain inadequacies of the current New Jersey Department of Transportation's specification for preformed elastomeric compression joint sealers. This specification in its current form was found to be unable to differentiate between sealers having good and poor functional durability. From consultation with rubber manufacturers it was apparent that the specification needed a mechanism for identifying basic quality deficiencies in the sealer material related to inconsistent manufacturing processes. Two possible quality indicator tests for sealer material were considered--the High Temperature Recovery Test and the Compression Set Test (ASTM D-395-69 Method B). After a joint evaluation effort with the DuPont deNemours Company, the Compression Set Test was selected for possible use by the New Jersey Department of Transportation. The ability to isolate, to some degree, inadequate sealer material by the Compression Set Tests was established. For the New Jersey Department of Transportation's laboratory evaluations an upper acceptance limit on Compression Set of 32% based on a sample of not less than 20 pellets is recommended. Unfortunately, use of this test limit by other agencies for sealer acceptance cannot be proposed at this time. (FHWA)
