SOLUTIONS BASED ON ACCEPTED SYSTEMS FOR FINANCING ROAD PROGRAMMES IN LONG-TERM DEVELOPMENT PROJECTS

SISTEMSKA RJESENJA ZA FINANCIRANJE CESTA U DUGOROCNOJ RAZVOJNOJ KONCEPCIJI

The article deals with the most difficult problem for solution, viz, the future financing of road development programmes. On the basis of the present state, it is concluded that this problem is in prospect for 1981, unless necessary measures are taken in time. There should be a balance between road costs and revenues collected. Most of the revenues should not result from price-raising but of redistribution of turn-over taxes on motor fuel, motor vehicles, tyres, spare parts, etc, up to a limiting rate of 22,5 percent. Various credits and loans are only of a temporary nature. A new considerable source of revenue should be the road toll. The financing of roads must be settled on a long-term basis and on fixed decisions based on accepted systems, if it is desired to avoid getting into a "blind alley" and the creation of burdensome problems in the period after 1981. Resources, which are created by the united economy enterprises should remain in the future as one of the fundamental sources, just as they have been up until now. Present day liabilities of "road funds" through various loans and other obligations is such that the continuation of the existing activity in road making cannot even remotely be guaranteed in the ensuing period.
