A FRAMEWORK FOR THE ALLOCATION OF SUBSIDY TO UNREMUNERATIVE RAIL LINES

This paper develops a framework for allocation of subsidy to unremunerative rail lines. Problems involved in assessing the loss of regional income due to abandonment and a listing of some factors which should be considered in the analysis are presented. If the loss in the regional income because of abandonment exceeds the subsidy necessary to keep the service, the state or local government should subsidize the line. Benefits and costs of other measures such as highway improvement should be appraised also, possibly cushioning the effects of abandonment by lowering transportation costs to the next best alternative.
