THE POTENTIAL FOR FOREIGN OWNERSHIP IN THE U.S. MARITIME INDUSTRY

The article reviews the pros and cons of foreign investment in the U.S. shipping and shipbuilding industry, noting that foreign management techniques applied to U.S. manufacturing plants have led to greatly reduced labor turnover, greater labor satisfaction, increased capital investment etc, and as a result, generally higher productivity. It also estimates the possible impact on the U.S. shipping and shipbuilding industry, and how U.S. maritime policy might be affected if foreign ownership/management becomes a reality. Foreign participation in ownership by joint venture or otherwise may be desirable as long as measures are taken which prevent foreign control of major elements of the industry.
