TRAFFIC CONFLICTS IN TOWN CENTRES. AN INVESTIGATION OF THE TRAFFIC CONFLICT TECHNIQUE

VERKEHRSKONFLIKTE IM INNERORTSBEREICH. EINE UNTERSUCHUNG ZUR VERKEHRSKONFLIKT-TECHNIK

The method developed in the USA for discovering accident black spots from a systematic observation of traffic conflict techniques was applied to German conditions and tested on each of three intersections controlled by traffic signals in two German cities. To this end the types of conflict which can arise in the inner area of the intersection and the access roads were defined. For the analysis of the relationship between accident and conflict occurrence, a coordinate scheme relating conflicts to causes in the official list of accident causes was developed. Before the start of the field investigations the traffic observer was trained using a newly developed training programme. The experiment demonstrated for some traffic situations genuine narrow relationships between the observed conflict types and the corresponding accidents as at the intersections by the police. (TRRL)
