A SOCIO-ECONOMICAL ANALYSIS OF DIFFERENT SYSTEMS FOR PROBATION OF GRAVEL PIT ISSUES

This study is an attempt to describe the socio-economical effects of an increased control over the quarrying activities mainly the exploitation of gravel. The question of nature conservation as well as improved management has been the main motivation behind this increased control. Both these motives, perhaps, have aimed at an increased effectiveness regarding the exploitation of gravel. There is a general discussion on these two motives with the aim of defining their socio-economical meanings. There is a passage on the gravel industry - the production, employment, the structure of the business, prices - which serves as a background for the discussion on the effects of applying different means to attain the aims of nature protection and effective management. Two alternative systems for examining questions regarding exploitation of gravel pits are evaluated. The one alternative adheres to the present principles, but has been supplemented in some instances. The other is an improved system of licences. Finally, the summing up of the report is combined with suggestions on how an increased control over the exploitation of the gravel pit may be accomplished from a socio-economical point of view. The appendix is supplemented with a summary of the two alternative testing systems treated in the report. (TRRL)
