TYPES OF OFFENCES AND THE TYPOLOGY OF YOUNG TRAFFIC OFFENDERS

About 50000 young people per year are convicted in the Federal Republic (of Germany) of traffic offences. Some 120000 persons under the age of 21 are involved as vehicle drivers in traffic accidents. Characteristic of the situation of young traffic offenders is the coincidence of age- and role-specific conflict gestation with the commencing experience of active participation in motorised traffic. Certain youth-specific accident types and causes can be established. To these belong the high proportion of young people in bicycle/motorcycle accidents and the overproportional occurrence of high speed accidents, frequently brought about under the influence of alcohol. Increases have occurred particularly in driving without a licence, accidental homicide and drunken driving. The study of typology of young traffic offenders has still not produced any far-reaching distinguishing criteria. In young traffic offenders the readiness to adhere to rules for social co-existence is not strongly developed. The sanctions practice shows tendencies towards the stronger use of peripatetic measures. Expectations lead towards preventative measures, which through schooling and behaviour training should have an early effect on young traffic offenders. /TRRL/
