INITIAL INVESTIGATION INTO THE INCREASE IN THE EFFECTIVENESS OF POLICE SURVEILLANCE OF ROAD TRAFFIC

UNTERSUCHUNGSANSATZ ZUR ERHOEHUNG DER WIRKSAMKEIT POLIZEILICHER UEBERWACHUNG IM STRASSENVERKEHR

The object of this research programme conducted by bast (Federal German Department of Highways) is to evaluate those acts of police supervision which - under existing restrictions in combination with other relevant measures of a different type - influence most effectively the behaviour of road users. Based on the problems listed, the research consists of a series of separate projects; the results of which are used successively to build up a conclusion. The research considers behavioural variations and the necessity resulting from these for a systematic combination of police measures which are repressive, positively asserting and opinion forming. The projects can be roughly arranged into the following research phases: (1) a survey of police surveillance ability and the pursuit of penalties having further consequences. (2) the planning of operations and the exemplorary implementation and control of surveillance actions. (3) the assessment of the effectiveness of police measures. Summarising it is established that on the one hand opposition to rules and hence a conflict of personal roles greatly opposes behaviour trends which leads to safety in traffic and, on the other hand, the low level of legal binding force of the traffic regulations likewise results in a relatively high willingness to contravene traffic regulations in critical situations. The results indicate that in accordance with theoretical understanding of behaviour, adherance to the rules is easier to attain if, not only wrong behaviour is negatively sanctioned, but also if required behaviour patterns undergo a positive encouragement. Within the framework of public participation work improved teaching of the relationship between correct behaviour and traffic safety should be made more effective in future, to provide insight into the necessity of driving to the rules. Finally it is pointed out that the effectiveness of police supervision of road safety education, driver training, advanced training and information campaigns can influence the orientation of values, attitude and behaviour of road users. /TRRL/
