EXTENDING THE COMPULSORY WEARING OF SAFETY HELMETS TO THE USERS OF MOPEDS AND MOTORISED CYCLES

The developments in accidents to users of mopeds and motorcycles during the last few years show a clearly rising trend in the numbers of both killed and injured. This trend is not found to the same extent among pedal cyclists. The greater proportion of two-wheel drivers sustains head injuries. On the basis of the sources cited the protective effect of helmets with respect to head injuries can be regarded as positive. If the safety of this section of road users is to be decisively improved, the wearing of helmets must be made obligatory, which must in the end be reinforced with monetary penalties. The paper lists requirements (must be pleasant to wear, high degree of passive and active protection) for safety helmets for motorcycle users. Introduction of the obligation to wear safety helmets for moped and motorised cycle users is an urgent necessity on economic grounds.
