Real staff engagement for a sustainable safety culture

In 2010 the Worksite Protection Program was established within RailCorp to improve the safety of workers on track and to address the unacceptable level of worksite protection incidents being reported. Projects were identified and delivered that addressed the Rules and Procedures, and also the tools and technology being used by staff and contractors. The Program adopted a deliberate strategy to develop a sustainable safety culture by changing attitudes and behaviours of workers. Key to this approach was the appointment of dedicated Rail Safety Coaches and Mentors to work with people across the organisation, especially with front-line staff. This Paper provides an overview of the work done to gain the hearts and minds of our workforce. It describes the organisation as it was in 2010, the strategy that was developed and implemented to engage with all front-line workers, and the results achieved to date. Despite major organisational restructuring and reform in recent years safety performance in Sydney Trains has consistently improved. The Paper draws from first-hand experience and provides practical tips on what makes a good engagement.
