UNCERTAINTY, THE VALUE OF TIME, AND TRANSPORT POLICY

Uncertainty of time costs in the commuter's journey to work will affect estimates of his value of time, and it also increases the benefits of flexible working hours, which reduce or eliminate the cost of being late. Evidence to support this view of commuter behaviour is cited from a previous study of the value of time and from an experiment with flexible working hours. (Author/TRRL)
