Securing Safety: Resilience Time as a Hidden Critical Factor

This thesis shows how there is currently a lot of legislation to safeguard safety at home and at work. Despite all of the efforts to safeguard against accidents, they still happen. This thesis shows how accidents can be the consequence of unintentional misapprehensions through lack of knowledge and/or understanding of the functioning of the system or they can be the result of intentional acts of destruction such as terrorism. The third option is risk: the exposure of a danger or accident. The thesis shows how it is the knowledge of what is unknown that creates a challenge to risk management.
