The division of responsibility for car parking on reorganization of local government in 1974 was achieved by means of complex amendments to the road traffic regulation act 1967 under the local government act 1972. Although some car parking powers are concurrent - they may be exercised by either a county or a district council - the actual responsibilities are considered to be more complicated. For example, in London and Scotland the arrangements are different, and in a series of appendices to this paper information is provided on car parking responsibilities in Scotland; car parking responsibilities in London; residents' car parking schemes and private non-residential parking. The statutory responsibilities of county councils who, as highway authorities are solely responsible for on-street car parking; and district councils to whom those responsibilities may be delegated by way of agency agreements are examined. The financial constraints within which the concurrent powers of car parking have to be operated are discussed, and in particular the arrangements that are necessary for funding capital car parking projects. Government policy as defined through successive public expenditure white paper's is described, leading to the clear need for co-operation between the counties and districts on car parking matters within the statutory responsibilities. It is concluded that the overall strategic role of county councils for car parking is the need to integrate parking with all other transport and planning matters for which the counties are responsible. It is suggested that it should, however, be possible for each county to determine, in conjunction with its districts, an overall parking policy framework within which the district councils can make their own decisions in the expectation of subsequent formal consent of the county council. /TRRL/
