A MARAD SUPPORT STRATEGY FOR ENERGY RESEARCH

The report is the result of work conducted under Department of Commerce Contract No. 6-38035, which was originally intended as an effort to develop an energy reporting system for the maritime industry. After this effort was initiated and some data were collected, the new Department of Energy was being organized, and MarAd decided to terminate its effort on developing an independent energy reporting system for the maritime industry. The remainder of the contract effort subsequently was directed toward analyzing information collected through a sample survey, discussions with individuals from industry and MarAd, and other observations during the first part of the project. Consequently, the report represents an objective assessment of the data and observations resulting from a project initially directed toward developing a maritime energy reporting system. The industry comments, recommendations, and informal suggestions were analyzed along with the project team's observations from the systems perspective of an overall R&D and technical innovation process. This analysis permitted the identification and assessment of alternative roles and activities for MarAd. Simultaneously, the analysis identified specific research projects and issues which deserve immediate attention.
