TOWARDS A SOUND POLICY FOR SEAFARERS

Reasons for reduction in job satisfaction of ships masters and senior officers are examined. The recommended solution is the creation of a matrix-type officer structure in which each officer would be a specialist in one field and an assistant in other fields; each officer would be a leader depending on the nature of the task to be performed, and status differences would be reduced or eliminated. The Master should manage the boundary of the organization, i.e., the ship/shore relationship. The possibility of women serving as officers is mentioned. The importance is stressed of ensuring the deck officers are trained so that they can perform work of an equivalent level when they leave the sea.
