Sources and uses of vehicle operating costs and associated road user cost estimates in Australia

Updated unit parameter values for the components of road user costs (RUCs) as well as revised vehicle operating cost (VOC) models have recently been compiled by ARRB and published as part of the NGTSM Review PV2: Road Parameter Values for use in economic evaluation in Australia. This involved compilation of revised parameter values for all RUC components, i.e. fuel, engine oil, tyres and depreciation and re-estimated VOC models across different road types and conditions (roughness & speed variations) and traffic conditions (rural, urban) for 20 vehicle categories (including passenger cars, light & heavy commercial vehicles and buses). To demonstrate the broader use of this data, updated parameter values for RUCs and revised VOC models are applied to selected case studies encompassing variations in road and traffic conditions. Estimates are provided for VOC in $/km across an extended 20 vehicle classification. These can be used to provide a more complete and ready assessment of the cost savings that may result from modelling a range of vehicle types in a variety of conditions as typically applied to a road project evaluation. Finally, this approach also provides guidance to practitioners in the use of the VOC models provided in the revised NGTSM parameter values where users can select equations containing appropriate coefficients for application to different types of road projects.
