Characteristic Analysis in Waters Happened Ship Collisions by Variable-Scale Cell Method: In Case of Osaka Bay Pilot District Except for the Inside of Harbor Limits

Pilot rules and system have been changed from 2007 in Japan, and the license of the pilot was divided into three grades. Therefore, the pilot system has been stepping in the new stage for safe navigation about every pilot district, especially for the big five pilot districts which have been Tokyo Bay, Ise-Mikawa Bay, Osaka Bay, Inland-sea and Kanmon Districts. The first grade pilot candidates have deep knowledge and skill to be based on their onboard experiences, but the third grade pilot candidates do not have such kind of the onboard experiences, so they have to get new philosophy and methods which are information analytical ability and reporting for covering in the lack of the onboard experiences. In this paper, the authors investigated the ship collisions which occurred in Osaka Bay Pilot District from 1976 to 2007. For manifestation of their distributions, the authors propose how to divide the Osaka Bay Pilot District by variable-scale cells. They are generated by minute unit cells and changed their size. From the results, the authors investigate the tendency to outbreak of the ship collisions, which happened at the northern water and the entrance of Osaka Bay Pilot District. The proposed the variable-scale cell charts are useful for easy understanding visual aids.
