THE INSTALLATION OF SAFETY BELTS AND THEIR USE BY CAR DRIVERS AND THE SITUATION AMONGST MOTORISED BICYCLES RESULTING FROM THE USE OF SAFETY HELMETS AS RECORDED IN TRAFFIC SURVEYS IN MARCH, 1977

The Federal Highway Institute (BAST) has undertaken half yearly surveys to monitor the changes in safety belt installation- and use-rates. A short description is given of the survey methods and the most important results and context of the safety-belt and safety-helmet observations. The proportion of private cars with belts installed has continuously risen during the past few years since the introduction of the laws concerning their installation, and is now approximately 90% of all vehicles. The proportion of safety belts in use now remains more or less constant. Passengers belt themselves in more frequently than drivers. This difference is greater by 4% on motorways and trunk roads compared to urban areas. The use of belts is greatest in the case of young drivers up to about 35 years of age and subsequently the rate declines with age. 83% of motor-cyclists obey the laws concerning safety-helmets, but for passengers the proportion is only half as much. Drivers and passengers of mopeds wear safety-helmets much less frequently (16% and 10% respectively), and just as little protective clothing (10% of drivers). If drivers wearing helmets are characterized as persons with a particularly strongly developed safety sense, this is confirmed by the results of the survey which show that they also carry this idea of positive safety to the use of protective clothing. /TRRL/
