COMMENTS ON THE ESTIMATION OF ACCIDENT STATISTICS

STELLUNGNAHME ZUR FRAGE DER ABSCHAETZUNG VON UNFALLZAHLEN

The question as to whether the total number of accidents, the quota of accidents involving personal injury or the statistics of accident consequences are best suited to describing accident processes can not be answered in general terms; the parameter which is more appropriate in each case depends rather on the particular question to be answered. A reliable method of determining the parameters governing the accident process in dependence on constructional and traffic conditions on the road is not yet available; at best one can make rough estimates for the classifications "motorway" and "outside built-up areas non-motorway" on the basis of relating the mean annual rates for these categories of total accidents and rates of accidents involving personal injury with the results of earlier investigations into the connection between road conditions and accident parameters. The Federal Institute for highways (BAST) is attempting to develop a long term comprehensive method for determining the relations between road and traffic conditions and accident processes. These investigations however require the availability of road data from the individual regions and detailed data from general accident statistics. The general use of the magnetic tapes of accident statistics required for this purpose by BAST has so far been impossible. /TRRL/
