Research into New Methods for the Enquête Globale Transport in the Ile-de-France Region

Every 10 years the Enquete Globale Transport (EGT), a major mobility survey, is conducted in the Ile-de-France region. The last one was led by the STIF, the mobility authority in the region, in partnership with the DRIEA, a service of the State in the region. In this survey some 18 000 households (43 000 persons) were interviewed in depth about the trips they made the day before the survey. The main aims of the survey are to monitor evolutions in mobility in the Ile-de-France region, and to serve as a database for modelling passenger transport demand. In 2015 the STIF commissioned Significance and the Laboratoire Aménagement Economie Transports (LAET) to carry out research into the methodology for this large-scale mobility survey. More in particular, the STIF wanted to be informed about new methods that had been developed and about common practises elsewhere in order to identify what changes could be envisaged for the future EGT. This study was submitted to an ad hoc scientific committee, involving DRIEA, researchers and experts in mobility surveys. This paper reports the results of this research. The work was conducted in three phases: Phase 1: Literature review and expert interviews. In this phase the study team consulted a large number of documents, and conducted a series of expert interviews to obtain an overview of the current state-of-the-art in mobility surveys worldwide. Phase 2: In-depth analysis of selected data collection topics. Following phase 1 it was concluded that there were four main themes that were worth further inspection: a) sampling issues, b) advances in computer assisted survey methods, c) development of web survey as complementary survey mode and methods to merge and combine the results of mobility surveys using different data collection techniques, and d) experimentation with GPS and big data such as GSM based data collection. Phase 3: Review and formulation of recommendations. After completion of phase 2 the different developments in mobility surveys were evaluated in the light of the various objectives of the EGT. More specifically, the authors determined which were the most relevant improvements that could be proposed for future EGTs. Recommendations were validated by STIF following approval from the scientific committee. The paper provides an overview of all the main findings, together with the recommendations for the future EGTs and some more general conclusions.
