Evaluation of Light Emitting Diode Outlined Traffic Signal Backplates at Intersections with Light Rail Lines

This paper presents an evaluation of the use of Light Emitting Diode (LED)-outlined traffic signal backplates for four treatment intersections in Houston, Texas. The backplates emit a red light around the perimeter of the traffic signal backplate when the traffic signal indication is red. The intended effect of the backplates was to reduce red light running violations and crashes on intersection approaches to Main Street, which contains an at-grade light rail line. Two before and after studies were conducted to determine the impacts on crashes, red light running (RLR) violations, and right turn on red (RTOR) movements, which are prohibited on this approach. From the analysis results, it was determined that the LED-outlined backplates appeared to reduce RLR and RTOR violations.
