A National Research Agenda for Pedestrian and Bicycle Safety

While car passenger fatalities saw remarkable reductions between 2009 and 2014, the number of pedestrian and bicyclist fatalities shows a marked trend upward in the same period. Taken together, the overall percentage of pedestrian and bicycle crashes now accounts for more than 17% of total fatalities, up from 13% a decade ago. Since accurate measures of exposure for pedestrians and cyclists are not broadly available, it is difficult to accurately compare fatality rates. As communities establish Vision Zero initiatives, it is essential to provide research-based guidance to support these policies and help reverse recent pedestrian and bicyclist crash and fatality trends. This requires multidisciplinary solutions. This paper presents a research agenda from researchers spanning engineering, planning, behavior and law enforcement, who can build a detailed understanding of active travel safety issues and devise innovative yet practical solutions to these issues. The paper focuses on describing key research questions in four related topic areas, including Behavior and Exposure; Safety Data and Modeling; Planning, Design, and Engineering; and Innovation and Technology. The purpose of this paper is to help shape national priorities around safety for pedestrians and cyclists and to guide funding toward improved understanding and targeted solutions for these vulnerable travelers.
