Road Reopening Plan for Delivery of Relief Supplies after a Disaster using the Minimum Spanning Tree Technique with Link Importance Index

A quick restoration of transport infrastructure is very crucial to the relief efforts in the aftermath of a disaster. The roads that can highly improve the efficiency of the relief operation should receive a higher priority to restore. In this study, a quantitative analysis for planning a restoration strategy is presented. Focusing on the actual travel needs for providing relief goods during emergency, each link in a road network is evaluated for the priority for restoration considering the utilization of the link to the deliveries of relief goods. Here, a minimum spanning tree technique is applied to obtain a tree of road restoration and expanding in a sequence that links receiving higher priority are restored quicker. Applying the damage scenario of the Nankai Megathrust Earthquake to the road network of Aichi prefecture, two restoration plans are evaluated and compared: the prefecture and our proposed plans. As an evaluation method, stochastic travel time between O/D pairs was applied to obtain the travel time requirement at different levels of confidence. The two restoration plans are compared in terms of unsuccessful deliveries at 95% and 99% levels of confidence. The evaluation results showed that our proposed plan using minimum spanning tree technique can significantly improve the operational efficiency.
