A Novel Framework to Evaluate Pedestrian Safety at Non-Signalized Locations Using Video-Based Trajectory Data

This paper proposes a new framework to evaluate pedestrian safety at non-signalized crosswalk locations. In the framework, the yielding maneuver of a driver in response to a pedestrian is split into the reaction period and the braking period. The relationship of the distance required for a yielding maneuver and the speed of the approaching vehicle depends on the reaction time of the driver and deceleration rate that the vehicle can achieve. The situations for approaching vehicles when the pedestrian occurs are divided into: 1. situations where vehicles cannot make a full stop, 2. uncertain situations where whether they can yield depends on the driver reaction time, and 3. situations where they must stop to yield if the pedestrian shows the intention to cross. Based on this, non-yielding maneuvers are classified as non-infraction non-yielding maneuvers, confusing non-yielding maneuvers and non-yielding violations respectively, and crossing decisions of the pedestrians are classified as dangerous crossings, risky crossings and safety crossings accordingly. Yielding compliance and yielding rate, as a direct measure of the yielding behavior are redefined. Time to crossing and deceleration rate required for the vehicle to stop are used to measure the probability of collision. The framework, which is represented in the distance-velocity diagram, is called the DV model. Finally, the framework is demonstrated through a case study of a crosswalk in Montreal. Video-based tracking techniques are used to provide speed and positional data for model implementation.
