Multiple Parking Lots Pricing Model for Multi-level Transportation System: A Case Study of Shanghai Disney Resort

This paper proposes a network equilibrium model for multiple parking lots scattered in a large space including amusement parks, transportation hubs or city central business districts, etc., in face with the problems of unbalanced occupancy of each parking lot. The model is formulated for a capacity-limited parking lots network to reach maximal use by adapting a hierarchical pricing algorithm. A multi-level choice structure is considered. Travelers are differentiated by their choices of parking lot, travel distance, parking fees and travel cost in accordance with individual traveler’s value of time (VOT). Assuming the travelers' VOT follows continuous distributions, the authors can obtain the function of generalized travel cost with respect to VOT and it proposes an algorithm for optimal parking pricing. With the support of Shanghai Disney Resort, the authors combined actual conditions with the proposed method of parking fee management to balance the utilization through charging hierarchical parking fees according to the accessibility of each parking lot. The simulation results by VISSIM are presented to validate applicability of the model and the optimal pricing algorithm is proved to be a useful tool to balance the occupancy among each car park and disperse the traffic flow. The model proposed in this paper can be applied to similar areas to raise the parking space utilization and prevent congestion.
