A Gray Zone in Isolated Intersection Control Type Selection

The intersection control-type for future facilities can be determined by comparison of the common measure of effect, average control delay. Delay surface plots were proposed in recent literature in order to identify the minimum-delay demand ranges for two-way stop control (TWSC), all-way stop control (AWSC), and signal control types based on the Highway Capacity Manual 2000 (HCM 2000) models. However, they showed only the minimum delay without consideration of the model precision and user discernible margin in terms of delay that resulted from errors in various model parameters or input values. This paper proposes the comparison of delay for TWSC, AWSC, signal control, and roundabouts employing HCM 2010 models with contour lines of delay differences. It is found that the delay of a roundabout increases rapidly as the traffic demand increases. Hence a signal control type has the minimum delay level in that case, despite the roundabout outperforms for most of the low-demand conditions. When the signal timing plan was optimized, this feature becomes remarkable. With consideration of the margin of error in the delay, a gray zone on the minimum delay surface between the signal control and roundabout types enlarges in the low-demand area. The gray zones can be utilized by practitioners to make a decision of an intersection control type with consideration of construction and maintenance costs over delay reduction benefit for traffic practitioners.
