A Conceptual Model for the Measurement of International Supply Chains Performance: The Texas Border Fluidity Index

Freight-specific performance measures help to identify needed transportation improvements and monitor their effectiveness. The objective of this research is develop a conceptual model to measure the performance of international supply chains at the Texas/México border. Innovative cross-border freight specific performance measures were defined, along with the process to calculate them, and identifying data sources. An example with data extracted from public sources is provided in order to illustrate the conceptual model. Results from this research will provide a comprehensive cross-border specific freight performance measurement system. The defined group of border performance indicators could be incorporated into freight transportation planning efforts. These indicators will impact border-trade positively by providing fluidity assessment and benchmark tools, which could be used for identifying potential improvements and investment needs in the border crossing environment.
