MPO Use of Performance-Based Planning/Programming and Scenario Planning

Federal transportation law requires metropolitan planning organizations (MPOs) to utilize a performance-based approach in transportation decision making and encourages the use of scenario planning in the development of MPO long-range transportation plans. Using results from a broader national survey on MPO staffing and organizational structures, this paper explores how MPOs are using these approaches in their planning and programming activities and how these techniques impact staff workload, operational costs, and consultant contracts. This paper also reveals other insights on MPO experiences with performance-based planning/programming and scenario planning and can be useful for understanding the impact of these approaches on MPO operations and planning outcomes.
