Understanding Congestion Context and a Tool to Help Choose the Right Mitigation Strategy

Researchers have identified over 100 individual strategies to address congestion, performance, and mobility, but the context in which these work best is often lost. Either by a misunderstanding of the strategy itself, the benefits it provides, or where it should and should not be used, the discussion about many topics simply ceases. Practitioners are left with limited options and tied hands to use them. And one strategy may not solve the systemic and underlying issue (and may even worsen the problem). Many of these strategies, when paired with their complements and used in the proper context, can provide synergistic performance benefits that save time for travelers and money for the taxpayers. Many of the added benefits may also increase economic productivity, improve quality of life, or encourage healthy living. Researchers have developed a tool to identify congestion and mobility strategies that work well together in their appropriate context. Users create ‘context scenarios’ that include physical features, transportation goals, and implementation perspectives which the tool uses to create a customized strategy package for that context. This tool will aid policy makers in gaining a broader knowledge of available options and shaping the broader transportation discussion; assist practitioners and planners in addressing congestion in their regions; and support the general public in their understanding of the context and potential solutions for travel issues. Researchers hope that this tool will encourage transportation education, broaden the discussion, and ultimately take advantage of appropriate strategies when and where they can be successful.
