A Cross-Portfolio Analysis of Roads Rehabilitations Financed by the Millennium Challenge Corporation in Developing Countries

Since its founding in 2004, the United States government’s Millennium Challenge Corporation MCC) has partnered with low-income and lower-middle-income countries to rehabilitate, upgrade, and build roads and undertake other transportation investments totaling $3.1 billion. The agency has a unique model of bilateral country partnerships centered on competitive country selection, 5-year partnerships focused on reducing poverty through economic growth, and rigorous economic analysis and evaluation of all projects before, during, and after completion. As part of MCC’s commitment to transparency and accountability, several transportation-focused grant partnerships have been evaluated within the agency as well as independently, resulting in lessons relevant to both MCC and the transportation community at large. MCC has clarified the project design components that must be in place to achieve and measure results leading to economic growth and poverty reduction and has recognized the need to assess and build its partners’ capacity to address these objectives. To ensure the success of the agency’s investments in transportation, MCC and its partners should work to identify the specific problems roads improvement projects are meant to address, and select specific road segments on the basis of a road network analysis and transportation plan that prioritizes roads with high economic returns. They should also work to assess essential transport sector policy issues and address those that are critical to the sustainability of investments, and reliably address the roads project completion risks that are inherent given MCC’s 5-year compact timeline.
