Transport Planning and Traffic Management for the Moscow Agglomeration

Moskau hat in den letzten fuenf Jahren eine sehr dynamische Entwicklung in allen Verkehrsbereichen vorgenommen. Sowohl Grossbauprojekte als auch mittlere und kleinteilige Loesungen wurden mit umfangreichen Geldmitteln und zeitlich ambitioniert umgesetzt. Die Investitionen in den Umbau der Infrastruktur des Motorisierten Individualverkehrs und in den Ausbau des oeffentlichen Verkehrssystems aber auch in Rad- und Fusswege tragen dazu bei, die verkehrlichen Probleme in Europas groesster Agglomeration mit circa 20 Millionen Menschen zu loesen. Die Bemuehungen wurden international mehrfach ausgezeichnet, zuletzt mit dem Award des International Transport Forum der OECD 2016 in Leipzig. Fuer die Entwicklung zur Smart City wird eine uebergreifende Verkehrsplanung und ein Verkehrsmanagement fuer alle Verkehrsarten benoetigt. Strategie, die Grundlagen, Daten und Methodik sowie die praktische Umsetzung des Smart Transportkonzepts sind Gegenstand des Artikels.(A) ABSTRACT IN ENGLISH: Moscow has experienced really dynamic development in the all sectors of transport in the last 5 years. Major construction projects as well as medium and small-sized solutions were executed with extensive financial resources and in an ambitious temporal framework. The investments in the development of the infrastructure of the motorized private transport and the upgrade of the public transport system as well as in the bicycle and pedestrian networks contribute towards solving the existing traffic problems in what is by far Europe’s biggest agglomeration with about 20 million inhabitants. The efforts have already been internationally awarded many times, most recently with the Award of the International Transport Forum of the OECD in Leipzig in 2016. For this Smart City development effective transport planning and traffic management is necessary. The strategy, the basic concepts, data and methodology as well as their implementation of Smart Transport are the subject of this article. (A)
