In the report, a brief FSS program history is presented and the problem is defined. Present system costs, system user descriptions, evaluation methodology, functional recommendations, proposed automated system concept description and costs, manpower estimates, implementation concept, and funding requirements are summarized. An appendix containing the letters received from user organizations pertaining to the report is included. (Author)
