Making a New Design Concept of Disabled Parking Considering a Psychological Barrier for Able-bodied Drivers

健常者の心理的バリアを考慮した身障者用駐車施設の新しい設計コンセプト

Saga prefecture formalized the parking identificationcard system for disabled people in 2006 withoutaddressing the issue of policing the disabled parking system. The current legal framework for disabled parking is reliant on the moral sense of able-bodied drivers. This system has been thought to be useless for preventing misuse of disabled parking by questionnaire survey. This paper investigates a concept of occurring of parking misuse of able-bodied drivers and a psychological barrier. This barrier is defined as the infrastructure presentation methods that may assist in strengthening the likelihood of self-compliance by (1) classification of disabled people, (2) number of wheel-chair drivers, (3) position of parking spaces and (4) design of surface painting and vertical signs in relation to the use of handicapped parking spaces. A plan of disabled parking system is proposed based on this concept.本論文は、これまで罰則のないパーキングパーミット(PP)制度では健常者の不正駐車を排除するのは難しいと思われてきたが、心理的バリアという新しい概念を導入することによって罰則のないPP制度でも健常者の不正駐車を十分防止できる可能性があることを示したものである。身障者用駐車施設の区分の仕方や設置場所、デザイン等の改善によって発生する不正駐車に対する心理的抵抗感を総合化したものを心理的バリアと定義し、計測方法について検討を行った。また、健常者の不正駐車を防止するためには、個人に基本的に備わっている罪悪感や羞恥心等で表現される心理量（モラル）と心理的バリアの総和が、健常者の身障者用のスペースに駐車したいという欲求を超えたときに、健常者は不正駐車を断念するという不正駐車に関する発生メカニズムを示すとともに、不正駐車を防止するためには心理的バリアをできるだけ高くすることが必要であることを示した。さらに、従来の身障者用駐車施設の設計コンセプトに健常者の不正駐車を防止する対策を組み込んだ新しい身障者用駐車施設の設計コンセプトを構築し、本コンセプトに基づいた身障者用駐車場案（一例）を提案した。
