Quality of Life Indicators and Policy Strategies to Advance Sustainability in the Pearl River Delta

RAND was asked by Guangdong Province's Department of Housing and Urban-Rural Development to develop quality of life indicators for the Pearl River Delta (PRD) region and link these indicators to policy goals with a focus on sustainability. A resident satisfaction survey of Pingshan New District residents was conducted to establish a baseline on quality of life perception and to gain experience in conducting such surveys. A system of indicators for monitoring quality of life is suggested and strategic goals for land use, transportation, housing, economic development, and the environment are recommended. These indicators and policy recommendations were developed through statistical data, data analysis, literature reviews, resident surveys, and interviews with PRD officials. The report concludes with a discussion of implementation and suggested oversight and management of the indicator system.
