Delivering the Goods: Recommendations for Funding a Federal Freight Program

This analysis evaluates potential funding sources for a U.S. multimodal freight investment program. A working group of freight industry stakeholders evaluated the benefits and costs of potential funding mechanisms including: an increase in the diesel fuel tax, a new cost of freight shipment fee, and non-user based taxes. Discussions include impacts on the freight industry; support, opposition, and precedents; and revenue raising potential. The funding of a grant program through the general fund is also discussed. The Eno Freight Working Group recommends the appropriation of general fund revenues for a national freight discretionary grant program now and the implementation of a cost of freight shipment fee for the long term. A recommended framework to aid in drafting legislation is provided.
