Improving emission standards compliance with a defect reporting system for in-use passenger vehicles

This report discusses the defect reporting system adopted in California as part of the California Health and Safety Code. Manufacturers must report to the California Air Resources Board (CARB) the number of warranty claims they receive for emission control parts. It outlines the process of reporting warranty claims, presuming a part is defective after the third report, and recalls and extended warranties resulting from the defect reports. The appendix includes a response to arguments against a defect reporting program.
