Giving a Leg Up

Federally funded, State-administered business development programs are helping level the playing field for disadvantaged business enterprises across the country. Small businesses face a number of barriers in the world of highway construction and must overcome obstacles such as accessing financing and bonding; locating procurement opportunities; submitting competitive bids while still making a profit; and marketing themselves. Becoming certified as a disadvantaged business enterprise (DBE) can help these firms land subcontracting opportunities on federally assisted highway contracts.
