If You Build it, Will They Come?

In spite of the fact that streetcars are slow to build and expensive to operate, and are said to be the most maligned mode of transportation in America, cities keep building them. The reasons for this fact are presented in this article, which includes a look at the streetcar systems and lines in Portland (Oregon), Washington DC, New Orleans, Atlanta, and Tampa.
