A Proactive Approach Helps to “Secure the Corridors”

In 1998, Tualatin Valley Water District (TVWD), Beaverton Oregon and the City of Hillsboro Oregon (Hillsboro) began work to identify an additional water supply for their service areas, including more than 84,000 service connections. In 1986, Washington County Oregon initiated a Major Street Improvements Project to improve safety, mobility and address the demands of a growing population in southern Washington County, including 124th Avenue. The intersection of these two planning efforts provides the basis for combining a road project and a critical pipeline segment into a successful design effort: constructing a major new road and 15,000 feet of large diameter waterline known as the 124th Avenue Project. But, the 124th project is only the beginning. By including the 124th pipe ten years before it is needed, and not having identified more than 30 additional miles of pipeline alignment, it was imperative to identify potential pipe alignment corridors (“Secure the Corridors”), for the remainder of the water supply project. This paper will describe: How combining the road project and the initial 15,000 feet of pipe, 10 years before being needed, is an advantage; How TVWD and Hillsboro approached the critical task of identifying more than 30 miles of alignments and siting for critical facilities, while completing plans for 124th Avenue; How working with local stakeholders, local elected officials and staff, regulatory agencies and the public to identify pipe alignments, potential restrictions AND opportunity projects helped save costs and present a cooperative project to the public; How TVWD and Hillsboro are proactive in seeking input from government and citizens to determine acceptance of the WWSP and alignments.
