Comprehensive Evaluation Index System of Low Carbon Road Transport Based on Fuzzy Evaluation Method

On the basis of summarizing and analyzing the relevant research in China and foreign countries, this paper carries out the study on comprehensive evaluation index system of low carbon road transport which mainly adopts the Fuzzy Evaluation method with Analytic Hierarchy Process and Delphi. The factors of low carbon road transport are divided into three categories, including road infrastructure, road traffic, road management and related policies and regulations, in which the factors that have an important impact on low carbon road transport development are chosen and analyzed. Then the chosen factors turn into the evaluation index, through the judgment matrix, fuzzy weight vector of each index is calculated and examined by the consistency test. Finally, index coefficients of each layer are obtained. In the case study part, the authors found out that the low carbon traffic structure development of Shanghai road network is 0.5478, which is between “good” and “general”.
