Research on Integrated Transport Efficiency Measurements Based on Transport Capacity Utilization

In order to accelerate the development of the integrated transport system and realize the coordination of five transport modes, using systems theory and coordination theory, analyzed systematically multi-perspective meanings of measuring integrated transport efficiency in three aspects: integrated transport effect, transport structure, and the advanced degree of infrastructure development. From a technical efficiency point of view, the concept of tonnage kilometers was introduced, calculated integrated transport system capacity, which is mainly composed by road and railway transport; then a specific method for measuring integrated transport efficiency was put forward, based on transport capacity utilization. Moreover, using this method analyzed integrated transport efficiency empirically from 1979 to 2013 in China. Results show that the overall efficiency of China’s integrated transport is relatively low, only about two thirds of the United States and Japan, which shows that modes of transport have not yet been a realized the coordinated development. This is consistent with the reality, indicating that this method is feasible and credible.
