OVERVIEW OF THE SOCIAL-SERVICE INSURANCE DILEMMA. ABRIDGMENT

The General Accounting Office estimates that there are 112 federal programs which serve the needs of the elderly and the handicapped by transporting either the service to the client or the client to the service. In addition, there are several programs of the Department of Labor, the Department of Transportation, and programs under the Comprehensive Employment Training Act. The operation of a program is briefly described, and it is shown that efforts to meet intense social needs are totally frustrated by insurance limitations. Insurance limitations problems encountered by social-service agencies are discussed and 6 recommendations which emerge from the study are presented. The impact of the proposed changes on social-service transportation projects are also discussed.
