Semantic Framework for ITS Procurement

Intelligent transportation system (ITS) procurement for New Zealand Highways has typically been conducted on a project by project basis. The result is a lack of uniformity in ITS infrastructure, with multiple systems performing similar or the same functions. This in turn creates operational issues as well as adding costs. A fresh approach is required to deliver consistent ITS solutions. While mainstream information and communication technologies (ICT) operates in a "plug and play" environment (where virtually any device can be connected by plugging in to a computer or computer network); the same is not yet true for ITS. This paper focuses on New Zealand's ITS standards and specifications framework. The framework aims to deliver fit for purpose specifications to support procurement processes; transform current technical knowledge into a semantic and recursive set of ITS standards and specifications; support consistency, while delivering value for money, safety and productivity outcomes.
