Research on the Algorithm and Application of Traffic Performance Index Based on Travel Time

Developing quantified dynamic evaluation on road traffic performance is the key foundation for promoting the informatization of traffic management and carrying out scientific governance of traffic congestion. Facing the actual demand of citizens’ travel and traffic planning management, this paper defines a traffic performance index based on travel time, brings forward a method for calculating the vehicle speed and index by using the floating car data of taxis, researches the exhibition form and application function of the index, forms a complete set of key technical solutions to traffic performance index of “index definition – index calculation – index application”. The application practice in Shenzhen proves that, this index can reflect the “three dimensions” (strength, time, space) characteristics of traffic congestion comprehensively, has such advantages as intuitive and easy-to-understand definition, strong transplantation of algorithm, etc., and can provide a reference for other medium- and large-scale cities at home to develop traffic performance evaluation.
