Hence the necessity of investigating and formulating laws, programs and specific criteria for mechanized private parking in terms of legal, technical, traffic, urbanization aspects (location, neighborhood, architecture, building standards and national regulations, economic aspects, etc.) have been a motivation for conducting this study. In this research, after studying and investigating previous related research, basic perspective of research was formulated based on various aspects affected by and affecting the subject. In the following, using a questionnaire Strengths, Weaknesses Opportunities, Threats (SWOT) analysis table was prepared for providing purposes of the study and in the end, the overall program and strategic documents by providing parking in Tehran based on the proposed structure in different administrative parts were provided. The results of this research were formulation of specific laws, programs and regulations in the field of private parking, with the emphasis on mechanized parking in different urbanization (locating, neighborhood, architecture), legal (standards and regulations), economic and social aspects; that the most important result of it will be providing laws and regulations for preparing parking in the historical boundaries and eroded texture of Tehran city.
