Collecting City-wide Real-time Data from Street-parking without Using Occupancy Sensors

The operation of parking services, as well as parking guidance, is based on up-to-date information collected from various forms of parking. The real-time data type arousing the most interest is occupancy data: how many parking spaces are available and where those spaces are located. The interest has lately been especially focused on street-parking, where sensor-based solutions have been widely adopted to produce real-time occupancy data. However, the acquisition, installation and maintenance costs of ground sensors are substantial. In this paper, the authors introduce an alternative solution for collecting real-time occupancy data from street-parking. This system is non-invasive, low-cost, tolerant for winter conditions, and inherently city-wide. It is based on monitoring real-time data from a number of parking payment and permit systems. It has already been in operational use in the city of Tampere, Finland, since the beginning of year 2015.
