Regulatory ITS Telematics Framework for Heavy Vehicles

In Australia a national public/private telematics framework has been established, which is administered by Transport Certification Australia (TCA). The first application was the Intelligent Access Program (IAP), which has enabled several road transport reforms by managing infrastructure risks associated with the operation of extra heavy vehicle configurations. The paper uses the IAP to demonstrate the principles of successful Intelligent Transportation System (ITS) deployment, and outlines implications for policy makers and stakeholders in other countries. Firstly, a literature review with a brief overview of principles for successful innovation and technology adoption as well as an overview of the discussion on freight ITs and regulatory telematics in Europe . Then follows a description of the IAP in Australia, some initial experiences of IAP currently being piloted in Sweden, and how an open, performance-based approach to regulatory telematics is delivering real outcomes in both countries. Finally, there is a concluding discussion on future developments and policy implications.
