Bridging the Gap Together: A New Model to Modernize U.S. Infrastructure

This report presents a model for investing in U.S. infrastructure based on collaboration between government and the private sector. Core principles, recommendations, and case studies are included. Barriers to public private partnerships, including perceived risk, are discussed. The seven recommendations presented are: (1) Emphasize Outreach, Engagement and Education; (2) Establish Broad Enabling Framework; (3) Inventory All Public Assets; (4) Exercise Full Optionality; (5) Simplify the Process; (6) Expand Revenue Options; and (7) Create New and Leverage Existing Financial Tools.
